This is a COM port error. I've only seen it when something was wrong with the RIB (usually a low battery) or when trying to run RSS in a Windows command prompt. So I guess it bears asking: are you using a factory Motorola RIB and a hardware serial port, and not a Chinese eBay special RIB or a USB to serial adapter?
MTSX RSS never had processor speed issues in my experience. My daily driver for DOS programming is a Thinkpad a22m with a 1.0 GHz processor and it will read/write MTS radios all day long without needing to disable BIOS caching. DOS version is 6.22 but I've run Win95 and Win98 DOS before without issues.

The 95/98 computer that I use is the one I tried to use the DOS RSS, not the CPS. The CPS is running on an XP machine.
